REACH and Wallpaper Adhesive Exports: What a China Factory Can Provide

REACH obligations fall mainly on EU importers and supply-chain actors. This guide explains which documents importers should verify and what a China factory can provide, without claiming registration or certification.

REACH is the European Union chemicals regulation. For a mixture such as wallpaper adhesive powder, obligations generally fall on EU importers, downstream users, and supply-chain actors rather than automatically on a non-EU factory. Hangzhou KARN is a wallpaper adhesive powder manufacturer based in China and can provide TDS, MSDS, COA, and samples per order. This page does not claim that the company or any product has completed REACH registration, holds REACH certification, or meets any specific substance limit.

What REACH means for importers

An EU importer must confirm that a product placed on the market meets applicable REACH requirements, including substance information, safety data sheets (SDS), and information on substances of very high concern (SVHC). The exact obligations depend on product classification, annual import volume, and use. Importers should confirm applicable rules with an EU compliance service or authority.

Documents a factory can usually provide

  • SDS/MSDS: a safety data sheet in the applicable format, covering the product model and use.
  • TDS: technical specifications, ingredient scope, and application conditions.
  • COA: analysis certificate for the confirmed batch.
  • Substance information or test reports (where applicable): third-party documents requested by the importer.

A non-EU factory is not the REACH registration actor and cannot complete the importer's obligations. The factory can provide product information and existing documents; it cannot issue a "REACH certificate".

Four checks for importers

  1. Does the SDS cover this product and use, and is it the current version?
  2. Does the product contain SVHCs that require communication, and is the concentration above the applicable threshold?
  3. Does the test report match this model, batch, and method?
  4. Are the roles clear across the chain: factory, export channel, importer, downstream user?

Common mistakes

  • Treating an SDS as proof of REACH registration.
  • Reading "REACH compliant" as "REACH certified".
  • Using documents for another model or factory as evidence for this product.
  • Assuming a non-EU factory can register on the importer's behalf.

Pre-order checklist

  1. Confirm the destination country and applicable chemicals regulation.
  2. Request the current SDS, TDS, and confirmed-batch COA.
  3. Where the market requires it, request SVHC or substance-specific test reports and verify them.
  4. Confirm 20kg bulk or OEM packaging and label information.
  5. Keep document versions and batch records for later review.
