As of 16 October 2026, China’s National Public Service Platform for Standards lists JC/T 548—2026, “Wallcovering and Wallpaper Adhesives,” as a recommended industry standard that is scheduled to take effect. The record gives 15 July 2026 as its publication date and 1 February 2027 as its implementation date; it replaces JC/T 548-2016 in full. The 2016 edition remains listed as current, with a withdrawal date of 1 February 2027. Check the official 2026 record and 2016 record before relying on a standard date.

This article is written by the Hangzhou KARN team and includes company-published product information. It is first-party buyer education, not an endorsement by a laboratory, trade association, or standards drafting organization, and not a test conclusion for a KARN product.

The 2026 record says the standard covers classification and marking, requirements, test methods, inspection rules, marking, packaging, transport, and storage for wallcovering and wallpaper adhesives. Its scope names indoor wallcovering and wallpaper adhesives and associated wallcovering base film. The public record does not list every test condition. Read the standard itself and ask the laboratory to confirm how it applies to the sample and intended use.

Do not confuse wallpaper with its adhesive

Standards that appear together in procurement files may answer different questions. JC/T 548 is a product standard for wallpaper or wallcovering adhesives. GB 18585-2023 is titled “Limit of Harmful Substances of Wallpapers”; its registered subject is wallpaper. A nearby use does not make a wallpaper standard proof that an adhesive or dry powder complies.

GB 18583-2008 is titled “Limit of Harmful Substances of Adhesives” and is currently listed as active. The standards platform also lists revision project 20261974-Q-339 for adhesive harmful-substance limits. A revision project is not a published replacement standard. Ask a testing laboratory to confirm applicability, sample preparation, and report wording for the exact dry powder product.

What should buyers confirm before testing customer-mixed powder?

The public record for JC/T 548—2026 identifies indoor wallcovering and wallpaper adhesives and associated base film. Its summary does not spell out a preparation procedure for dry powder that a customer mixes with water before use. Do not assume that powder, customer-mixed paste, and other product forms use the same test preparation. Ask the laboratory to confirm in writing:

  1. Whether the sample form and intended use fall within the selected standard or method.
  2. Who will prepare the powder, with what powder-to-water ratio, water conditions, mixing steps, and rest or maturation time.
  3. The test substrate, environmental conditions, test items, decision basis, and sample name to appear on the report.
  4. Whether the report identifies a submitted sample and which models, batches, and test items it covers.
  5. Whether the laboratory’s current accreditation or recognition scope covers each requested parameter, method, and sample form.

For a viscosity comparison, also record concentration, instrument, spindle, speed, temperature, water, and measurement time. Hangzhou KARN’s site publishes model viscosity references; K6, 999, and 999+ use a 5% solution, NDJ-8, No. 4 rotor, and 6 rpm as the reference test conditions. These are company-published data, not third-party test reports and not proof of compliance with JC/T 548 or a harmful-substance limit. Review the applicable product page and technical documents.

Questions to send a testing laboratory

We plan to submit a dry wallpaper adhesive powder that customers mix with water before use. Please confirm in writing whether this sample form and intended use can be tested under JC/T 548-2016 or JC/T 548—2026. If applicable, please specify the edition, sample preparation, water and mixing/rest conditions, test substrate, requested items, decision basis, sample name on the report, and whether each requested parameter is within your current accreditation or recognition scope. If the standard does not apply, please recommend a suitable method and state the limits of the report conclusion. We will decide whether to submit samples after this confirmation.

This is a method and scope inquiry only; it does not mean that a laboratory has accepted the sample or confirmed that a method applies. A report’s value as procurement evidence depends on its actual contents, sample representativeness, test scope, and the buyer’s intended use.

Frequently asked questions

Has JC/T 548—2026 taken effect?

As of 16 October 2026, the official implementation date is 1 February 2027. It has been published but is not yet in force.

Does publication of the standard certify a Hangzhou KARN product?

No. Publication establishes the standard text and schedule. A product test requires evidence that matches the specific model, sample, batch, and test items.

Can GB 18585-2023 prove that wallpaper glue powder meets harmful-substance limits?

Not by itself. Its title concerns wallpaper. A laboratory must confirm the applicable standard and test for an adhesive sample.

Does GB 18583-2008 automatically cover every wallpaper glue powder?

Do not infer that every powder or customer-mixed paste uses the same preparation and test procedure from the standard title alone. Give the laboratory the sample form, use, and requested items, then confirm the report scope.
